Founder & President
Gerald T. Harrington is the Founder and President of Capitol City Group. Since 1999, Gerry and Capitol City Group have represented international entities, Fortune 500 companies, national trade associations, hospital and healthcare associations, financial institutions, governmental agencies, defense companies and energy and environmental companies before the White House and the Executive Branch of the United States Government, the United States Congress and other federal agencies. He has provided services ranging from public relations, legislative monitoring, lobbying, identifying and obtaining federal appropriations and government contracts, and overall strategic planning.
Prior to founding the Firm, Gerry was a partner at the law firm of McGovern Noel & Benik and was a founding member of its Government Relations department. He previously was an associate at the Wall Street law firm of Hawkins Delafield & Wood specializing in public finance and government contracts.
Gerry has advised many candidates and elected officials including Senators Jack Reed and Sheldon Whitehouse and former Congressman Patrick Kennedy. Gerry has served on the Finance Committee of the American Bridge PAC and Victory 2020 PAC in support of President Joe Biden’s presidential campaign. Gerry worked closely with Commerce Secretary Gina Raimondo during her tenure as Rhode Island’s Governor and General Treasurer on many major initiatives including the development of infrastructure financing programs. Gerry previously served as a National Vice Chair of former Secretary of State John Kerry’s presidential campaign. Gerry is a major fundraiser for the Democratic Congressional Campaign Committee, the Democratic Senatorial Campaign Committee, and the Democratic National Committee. He also supports numerous charitable foundations.
Gerry is graduate of Yale University and the University of Pennsylvania Law School. He is a member of the New York Bar Association, Rhode Island Bar Association and the National Association of State Lobbyists.
